The 40% capital grant has been closed to applications since 30 November 2025. The other half of the decree — the premium tariff on shared energy — is still open: twenty years of incentive, paid monthly, for configurations qualified with the GSE by 31/12/2027.

The 40% capital grant has been closed to applications since 30 November 2025. The premium tariff on shared energy is open — a fixed part of 80/70/60 €/MWh by plant size plus a variable part linked to the hourly zonal price, capped at 120/110/100 — up to a national quota of 5 GW and in any case no later than 31/12/2027. Who can create a CER

Municipalities and Public Administrations

The municipality installs PV on public buildings and residents in the same primary-substation area share the energy and the incentive. The perimeter is not a radius in kilometres: the maps are published by the GSE.

Co-operatives and associations

Bring together 10-200 citizens/SMEs in a CER. You act as lead, AXORI handles all the technical and regulatory side.

Third-party CER organizers

Energy developers, parishes, foundations. You create the CER for a community, AXORI supports operationally.

If the community already exists: the monthly calculation

Phase 01 · 2-3 weeks

Feasibility study

The perimeter is the area served by the same primary substation, not a radius: a house 400 metres away can be outside, a hamlet 3 km away can be inside. The maps are published by the GSE and updated every two years.

Phase 02 · not us

Bylaws and GSE registration

This is work for a notary, an accountant and a lawyer, and it takes months — from incorporation to the first payment is roughly eighteen months, not eight weeks. AXORI does not do it.

Phase 03 · deliberately absent

No member portal

Presidents of real communities are blunt about this: on 38 members, four would ever log in. The customer is the referent who does the monthly work, not the thirty-eight.

Phase 04 · not yet written

The monthly split — to be built

The GSE pays everything to the single referent, into the community account; the community then splits it according to its own bylaws. AXORI never touches those funds: it computes the split and prepares the bank file. This calculation does not exist in the code yet.
